Older versions of Microsoft Outlook (many years old) have bugs in viewing our pdf attachments. The
attachment is there, but Outlook won't let you see it. Once the program
is updated you will be able to see the attachment. These kind of updates
don't come to you automatically. This happens especially with the Outlook version 10 from 2003.
If you use any other email program it should work fine.
These old versions of Microsoft Outlook are not very safe, they have numerous security vulnerabilities that need to be updated.
You should also be able to go to the windows update web site at
http://windowsupdate.microsoft.comto get the outlook update you need, select the 'custom install mode'
(not express mode) and then look in the category called 'software,
optional' and you should see outlook updates listed in there.
IF you don't see it there, then probably what you need is the Office XP
Service Pack 3 update,

If your version is not Office XP microsoft will have service pack updates for your version also.
